The programme is implemented by the Delta State Ministry of Youth Development and targets students enrolled in state-owned tertiary institutions.
TEP 2.0 is designed to identify undergraduates with innovative and bankable business ideas and equip them with the practical skills, mentorship, and financial support required to launch sustainable enterprises. The programme is structured to bridge the gap between academic learning and real-world business practice while preparing young people for self-reliance and job creation.

Eligibility Criteria
To be qualified for the Delta State Tertiary Institutions Entrepreneurship Programme (TEP) 2.0, applicants must:
- Be a student of a Delta State-owned university, including:
- University of Delta (UNIDEL)
- Delta State University (DELSU)
- Southern Delta University (SDU)
- Dennis Osadebay University (DOU)
- Be of Delta State origin
- Be between 18 and 35 years of ageZXXXXXX
- Be in 200 Level, 300 Level, or in the penultimate year
- Possess a minimum CGPA of 2.5
- Demonstrate an innovative and bankable business idea
