- Be an indigene of one of the following Niger Delta states:
- Abia
- Akwa Ibom
- Bayelsa
- Cross River
- Delta
- Edo
- Imo
- Ondo
- Rivers
- Be at least 16 years old.
- Have sat for the 2026 UTME, or be a new entrant into a 100-level programme for the 2026/2027 academic session.
- Not be currently awaiting WAEC or NECO results.
- Have an O’Level result with at least five credits, including English Language and Mathematics.
- Have the 2026 UTME result available.
- Provide a Local Government Area (LGA) Letter of Identification.
- Be applying for a course included on the approved list of programmes.
Postgraduate Applicants
Postgraduate applicants must:
- Meet the applicable undergraduate eligibility requirements for their state and age category.
- Hold a first degree if applying for a Master’s programme or a Master’s degree if applying for a PhD programme.
- Have a statement of result or degree certificate available.
- Have completed the NYSC programme and possess the certificate.
- Provide an LGA Letter of Identification.
- For returning PAP beneficiaries, have a First Class or Second Class Upper degree.
- Understand that sponsorship for repeat beneficiaries is discretionary and not guaranteed.
- Be applying for a course on the approved programme list.
- Be prepared to sit for a written test if required before the interview stage.
