As part of ongoing reforms in the basic education sub-sector, the Universal Basic Education Commission (UBEC), under the leadership of Aisha Garba, has commenced a critical training programme for selected Project Officers and School Support Officers (SSOs) in Oyo, Adamawa, and Katsina (OAK) States. The training is designed to strengthen teacher quality and improve support systems across the participating states.

The programme forms a core component of the Transforming Education Systems at State Level (TESS) initiative, an Additional Financing (AF) support provided by the Global Partnership for Education (GPE). TESS builds on the achievements recorded under the Better Education Service Delivery for All (BESDA) programme in the three states.

The TESS initiative is structured around three key result areas: reducing the number of out-of-school children, improving classroom teaching practices, and strengthening teacher deployment alongside transparency in education spending. The ongoing training specifically targets the second result area—Disbursement Linked Indicator Area 2 (DLI 2)—by equipping critical education stakeholders with the skills and knowledge needed to support teachers effectively. This includes the use of structured pedagogy approaches and digital learning resources to enhance teaching and learning outcomes.
