The Singapore ICAO Fellowship Programme is an annual initiative sponsored by the Government of Singapore and administered by the ICAO Technical Cooperation Bureau. The programme aims to strengthen the aviation sector in developing countries by equipping government officials with specialised training and technical knowledge.
Each year, the fellowship offers 330 fellowship slots and 10 scholarships to eligible government officials from developing ICAO Member States. Successful candidates will participate in specialised aviation training programmes organised by the Singapore Aviation Academy (SAA). These programmes are designed to enhance professional capacity, improve aviation management skills, and support the development of aviation industries in participating countries.
Through this initiative, participants gain exposure to advanced aviation practices and training facilities in Singapore, allowing them to return to their home countries with improved knowledge and expertise that contribute to the growth and efficiency of their national aviation sectors.
Eligibility Criteria
To be eligible for the Singapore ICAO Fellowship Programme, applicants must be government officials who meet the following conditions:
- Must receive endorsement or nomination from their Director-General of Civil Aviation or an equivalent authority
- Must have job responsibilities or professional experience relevant to the course being applied for
- Organisations should nominate only one candidate per course due to the limited number of fellowship slots available

- Step 4: Complete the application form and upload the following:

- Passport-sized photograph
- Copy of the passport biodata page
Applicants will be notified of the outcome about 8 weeks before the course start date. Successful candidates will receive an Award Letter via email.
Participants must confirm acceptance of the award by email and submit a copy of their confirmed e-ticket.
