The Government of Azerbaijan Scholarship 2026 is a prestigious fully funded program established under the directives of the President of the Republic of Azerbaijan to support international students from OIC and Non-Aligned Movement (NAM) member countries. The program is designed to strengthen educational cooperation and cultural exchange by offering international students the opportunity to study at Azerbaijan’s top higher education institutions.
The scholarship covers tuition fees, annual international airfare, monthly living expenses, accommodation, medical insurance, and visa-related costs. Selected students will receive an annual financial package totaling approximately AZN 12,000, which includes a monthly allowance of AZN 1000 to cover meals, housing, and utilities. The program aims to promote academic excellence while fostering diplomatic and international relations between Azerbaijan and participating countries.
Eligibility Criteria
To be qualified for the 2026 Government of Azerbaijan Scholarship, applicants must:
- Be citizens of OIC or NAM member countries
- For Undergraduate and General Medicine programs: be under 25 years old
- For Graduate and Residency programs: be under 30 years old
- For Doctoral programs: be under 40 years old

Required Documents
To apply for the Government of Azerbaijan Scholarship 2026, applicants must prepare to submit:
- Completed application form
- Academic diplomas or transcripts (High School or University)
- Copy of international passport
- Medical certificate confirming general health status (including HIV/AIDS, Hepatitis B and C tests)
- Curriculum Vitae (CV) or Resume
- Motivation Letter
- Proof of English proficiency:
- Undergraduate programs: IELTS 5.0 or TOEFL 40
- Graduate/Other programs: IELTS 5.5 or TOEFL 50

- All documents must be translated into English or Russian
- All documents must be notarized
How to Apply
To apply for the 2026 Government of Azerbaijan Scholarship, candidates must:
- Obtain official nomination from relevant state authorities in their home country (Ministries, Embassies, etc.)
- Submit all required documents to the respective government authorities for the first stage of the application process
- Ensure documents are submitted before April 15, 2026 (6 PM Baku Time)
- If officially nominated, proceed to the second stage by applying through the Study in Azerbaijan Centralized Admission Service (SIACAS) portal
- Log in to the SIACAS website and select the appropriate admission channel
- Complete and submit the online application
Selection Process
The selection process for the Government of Azerbaijan Scholarship will consist of:
- Review of submitted documents
- Online interview (via Skype or other platforms)
Successful candidates will be notified of the results by July 2026.
